PROGRAM SERVICES STATEMENT
Arkansas Tech University (ATU) proposes to develop a primary educational radio service for the Russellville, Arkansas area. Although there are such services in Arkansas, none are geographically close, nor do they target the Russellville service area specifically. It is the proposed stations objective to serve this area as the primary educational, noncommercial broadcast service. The proposed station will also, in it all its operations, follow all Federal Communications Commission rules and regulations.
Six areas of broadcast programming policies will be addressed by Arkansas Tech University in order to meet the purposes and objectives for establishing the proposed station.
Area One) Educational Needs
Arkansas Tech University is the primary center of higher education for the Russellville area and its surrounding communities. ATU plans to use its faculty and facilities to aid the community and its need for advanced and continuing educational needs. ATU is also a primary source of continuing education for in-service public school teachers. This station will aid them in receiving the additional course work that is generally difficult for them to obtain. The proposed station will also work to serve the educational needs for the community at large, the public schools, and the university community. Area Two) Preservation of Local Culture
Russellville, Arkansas is located at the foot of the Ozark Mountains. ATU's Proposed station will be used both as a conservatory and channel of Ozark culture, music, and folklore. The area is rich in the traditions of the Ozark culture; the recording and broadcasting of this culture will work to preserve and advance an important segment of Arkansan and American life.
Area Three) Music Programming
Music offerings in the Russellville, Arkansas area are generally limited to mainstream popular music. As a programming service, the proposed station, in its music offerings, proposes to broadcast non-traditional and non-mainstream music; music not readily available from a broadcast source. ATU houses one of the largest music departments of any college in the state of Arkansas, and therefore has a vast selection of non-mainstream music available for use on the proposed station. The musical background of a large portion of the ATU faculty and students will enhance these offerings even further. Music pedegogy will be an important aspect of this type of program service.
Area Four) News and Information
Program service for the proposed station will include regularly scheduled news, weather, and information programs. ATU feels that this is an aspect of major importance to the proposed station's full service to the community. ATU feels that it can offer expanded news and information programs because it will not be hindered by time restraints and financial concerns that may affect the commercial stations in the area. The news aspects of the proposed station will be greatly enhanced by the ATU Journalism Department's participation in news programming. The station will serve as a vehicle for student journalists to practice their craft.
The proposed station plans to devote 15 to 20 percent of its broadcast day to news and information programming.
Area Five) Community Emergency Preparedness
The proposed station will develop specific procedures and programming devoted to preparing fort and assisting with local emergencies. The Russellville area faces several
threats that in combination are unique to this area. The community houses a nuclear power plant and a large chemical
plant both of which are potentially hazardous. This is in combination with the area being in a flood plain and a severe weather area. Finally the community is a major railway traffic area. All of this serves to punctuate the need for emergency preparedness that can be assisted by the proposed station. The proposed station will act as an information source for the public on what to do in the event of an emergency. The proposed station will assist in the event of any emergency arising in the community. The proposed station will also be a full participant in the Emergency Broadcast System.
Area Six) Public Affairs
The proposed station will be used to highlight public affairs and issues in the community. ATU will have the advantage of offering extensive programming of public affair~ issues that may not be economically feasible for local commercial broadcasting concerns. ATU will give extensive attention to such local issues as the public schools, local elections, economic development, local arts and philanthropic efforts.
