ADVANCEMENT OF AN EDUCATIONAL PROGRAM
The proposed station will be used for the purpose of advancement of educational
programs in several areas. The proposed station will be used to advance programs
at Arkansas Tech University (ATU) as well as advance programs of general
interest and public service for the broadcast community. It is the purpose of
the proposed station to advance and develop educational services in the
broadcast area. Any programming decisions at ATU will always consider how they
will aid in filling educational needs for the broadcast area. The proposed
licensee is a four-year university that is guided by a need and spirit to serve
the educational needs of its students and community. That need and spirit will
always be a major function in any broadcast station that ATU operates.
The proposed station has several policies that it will employ to serve the
public need and interest for educational programming.
One area of need will be the airing of musical programs, performances, and
selections that will echo and reflect music that is required listening in ATU
fine arts and music classes. Several fine arts and music classes require
listening exercises in a wide area of music types. Also, ATU has a vigorous
performance schedule of university produced concerts and recitals. The station
will air a large portion of these recitals and concerts as part of their effort
to aid the music department in the advancement of their educational programs.
Music education will also extend to the development of programming that will
feature the music that has its root in the Ozark Mountain's history and culture.
The proposed station will serve to educate the area on its musical heritage.
The advancement of higher education programs and continuing education programs
will be another function of the proposed station. ATU is the center for higher
education and continuing education in its service area. As such, the proposed
station is an ideal vehicle to reach students with a need for further education.
It can specifically aid in-service, teachers and others who may need additional
education, but cannot pursue it through traditional means. The proposed station
plans course offerings that can help these individuals receive or enhance their
need for continuing education. The proposed station will work with the ATU
Department of Education, the Department of Continuing Education and other
departments in order to meet these goals.
An important educational obligation for the proposed station will be that of
public affairs and information. Although this area is served by several
stations, they often lack the financial means or the inclination to offer
extensive public affairs programming. The proposed station will offer extensive
coverage of news issues, problems, and information of public concern and need.
The proposed station will attempt to operate as an open forum for issues and
interests that are of concern to the broadcast community. The proposed station
will be housed with the ATU Journalism program, and as such, will have a ready
source of personnel to operate extensive information and public affairs
gathering educational programming.
The proposed station will also attempt to operate as an educational programming
source for the local public school system. The station will work with local
administrators and teachers to offer programming that will aid or supplement
their educational programs. This type of service may help ease the need for
expanded educational offerings that have developed for Arkansas public schools
as part of a new, statewide, educational standards act. The proposed station
feels that it can help the local schools meet part of their expanded educational
requirements.
The proposed station will always attempt to adjust, expand, and improve its
educational program as the needs for such arise. The proposed station will work
to serve the educational needs of the community to the best of its ability.
